It looks to me like the old fashioned type of finger tabs. The kind that you used to have to cut our yourself. Anyone else?

Could it be what is called a "Bow Saddle"?

If not mistaken, That is a self adhesive, leather wrap for your bow grip. If picture was a little closer it would help. And if I'm correct, they didn't work very well. Adhesive came loose
