A silly question! (also posted in GD)

But one I will ask anyway!
First some background!
I have been looking to buy a crossbow to use for archery season. I need a crossbow due to the previous injuries to my right elbow that now prevents me from pulling a regular bow back.
And as many of you know I live in the sticks in South Carolina and the closest city to me is Charlotte NC.
Well in North Carolina you have to have a pistol permit and be a resident of that state to buy a crossbow!
My question! When did a crossbow become a regulated firearm?
And does this even sound right?
As far as I know even a convicted fellon is allowed to own a crossbow.
I can order from Cabela's but since I really do not know anything about crossbows I was hopeing to find one locally so I can check it out before I buy it.
