Illinois Hunting Licenses

Ok guys, I have been hearing a bunch of rumors about the licenses going up in Illinois to $450.00 for out of state hunters. I have a small place around Allendale I hunt when I can get up there, both archery and gun. Any truth to this? If it is so you can hunt elk in Colorado just as cheap as white tail in Illinois.
