BP Cans

I have some black powder cans I am thinking about selling on GB. There are two 1/2 lb cans marked INDIAN RIFLE GUNPOWDER. One is full with the seal intact and one half full. Another can is 1 lb dated 1924 on the label. It is about full. I realize it was not made in 1924. There are two empty 1 lb cans that are newer and both are different.
My question is it legal to ship black powder UPS. I am not a dealer. I won't sell them if I have to break the seal to empty the one.
Just want to be legal. Have never shipped gun powder.
