I believe the CIA stamping refers to the import company "Century International Arms". They are located at St Albion, VT.
WRONG! The Central Intelligence Agency always stamps their firearms with CIA in case they get lost or stolen.
The stamp on the butt? no idea, but it looks like it was put on there with a set of Harbor Freight stamps.
