How do you go about getting an FFL license? it is getting harder to find someone to to complete a sale.One man passed away and my shooting range shut down. Who would i need to talk with

There are venders on line who will sell you a "packet" of information, but what you need is ATF Form 7, which you can get for free:

As far as talking to someone, after submitting your application (assuming it wasn't rejected out of hand) an ATF compliance inspector will pay you a visit and discuss your actual business plans. Zoning, local business licenses and state permits, if needed, will all come into play. If you need a local business license and you can't obtain one, or a variance in writing (the ATF will check), you won't get an FFL.

When he mentioned the two people that used to do transfers i took it as him wondering who else could do them. Hard to tell.
