Yea Sam, it probably is. I have no idea what it is. The round part screws off and there is a little storage compartment in there.
The color strongly hints at East German, or something Soviet Bloc. No idea what little bit of Commie field gear it held, though. I'd suspect something optical. The round capped part may have held a spare or colored lens.
