Not sure where it came from but I thought it was an interesting spin on the whole issue...

I would imagine if we never had graduated from the rocks, such as in Illinois, we would have to get a Rock Owners Identification Card in order to be in possession of a rock. Your right it is a different way of looking at it.
I kept my FOID card and show it to folks down here in MO when they ask about them...The usual question is why do you need one of those stupid things ??
I always tell them mainly so Illinois can pick your pocket every so often....
