Congress Admits UFOs Not ‘Man-Made
Buried deep in a report that’s an addendum to the Intelligence Authorization Act for Fiscal Year 2023, a budget that governs America’s clandestine services, Congress made two startling claims. The first is that “cross-domain transmedium threats to the United States national security are expanding exponentially.” The second is that it wants to distinguish between UFOs that are human in origin and those that are not: “Temporary nonattributed objects, or those that are positively identified as man-made after analysis, will be passed to appropriate offices and should not be considered under the definition as unidentified aerospace-undersea phenomena,” the document states.
A “cross-domain transmedium” threat is one that, by the Pentagon’s definition, can move from water to air to space in ways we don’t understand. In July, the Pentagon announced it was opening the All-domain Anomaly Resolution Office (AARO) to investigate these threats. The bill would reclassify Unidentified Aerial Phenomena (the government's term for UFOs) as Unidentified Aerospace-Undersea Phenomena and rename the Pentagon's office in line with the new designation. Last year, a leaked video that was confirmed by the Pentagon as being authentic appeared to show a UFO seamlessly flying beneath the waves.
Senator Marco Rubio, the vice chair of the Senate Select Committee overseeing intelligence that issued the report, has publicly said he wants the UFOs to be aliens and not foreign weapons.

I do believe there is some sort of beings beyond our "local" system. Space is too vast for them not to be.
Note, if they do a fly by of earth one of 2 things could happen. One look at the condition of it's inhabitants , "get out of Dodge" or photon torpedo us.

This How I see it. Are closest solar system is a little more than nine light years away I believe, and I’m sure that they would have some sort of monetary system that would cost them to build such a craft. So let say they could possibly travel at half the speed of light, that would take them eighteen years to get here and eighteen years to return. I doubt their going to spend all that time and money to travel here and just flash some lights, buzz some cattle and taunt some aircraft, logic would say they would want to make contact.
I would believe more that possibly we have been visited by or are being visited by Angelical being.
It's all about CROP CIRCLES! The alien race travels here to show off their artistic skills and also to steal just a small bit of the corn in the fields. From a single corn kernel they can energize a totally advanced engine mechanism that will send them light years away in the wink of an eye.

Tom foolery is the game here for now but then if an alien race in crafts could go down deep down into a trench under the oceans and vanish into a complex of caves then there is nothing we could do to stop them. How many tangents can you explore? First it was DARPA, meaning that the UFO's are terrestrial in origin, and then it was Aliens living at the depths of the ocean.
Between your 2 alternatives, I would put my money on either DARPA or one of the other countries advanced defense programs. What would be the logical reason for alien visitations unless we are the subject of an Alien grad student's dissertation on primitive civilizations?

If they are that advanced then they have already attained proficiency in robotics and don't need slaves.
