That right there is a JOKE. I've seen cows reach right through a hot wire fence flinching at every pulse to snag one bite of green grass on the other side. I've also seen cattle that looked like they'd been attacked by a lion after attempting to push through a new 5 barbed wire fence--and they didn't even flinch.
I've been to 'north central Nebraska' and it's not like there's anywhere for the cattle to go if they escape the perimeter. The comment of "fixing post holes" blows away any credibility the article might actually have.
That might be fine for keepin' your critters contained (if it actuall works at all), but it does nothing for keepin' the neighbors' critters out.
Why don't they just teach the cows the command "STAY" ??
Yeah, that fixing post holes bit had me rolling my eyes. Cattle bunched are cattle outward bound no matter the perimeter.

so if they really want to test it, they should go around to a bunch of different ranches and buy up about 100 head of the worst fence jumpers they can find and have at it ,

Growing up i had tons of experience with all manner of electric fences and livestock . Very little stops a full grown determined cow or hog from going thru an electric fence. Get one hot enough to absolutely guarantee they won't go thru it means hot enough to almost kill .
I agree with the comments above about determined cows and electric shock. I worked on Winrock (Wr) Ranch the summer after my HS graduation, and spent 2 - 3 weeks helping vaccinate 1,500 head of cattle. My job was to persuade them into the chute and handle the south end of each cow while the vet administered the vaccine under the base of the tail. (Thought my hands would never lose the aroma, but that's a different story.) Anyway, I recall a significant number, especially bulls, would ignore the electric cattle * unless shocked in a sensitive spot.
Not sure how a wearable solar powered electronics device could push the kind of amperage needed to condition a cow’s behavior.
It's so close to impossible as to be impractical.

Couldn't you rig it up with some kind of condenser (or it's electronic equivalent) that would charge over time and deliver a lot of volts but only a few amps when needed?
Cows don't have logical thought. If one gets shocked here it just moves 20' and tries again and on and on. In a very short time, the 'shocker' battery is dead or run down and BLOOP, through the fence Bossy goes.
I don't know how many 'joules' our fencers put out but it will make your arm numb for several minutes if your finger gets bit. I've seen goats test the fence between EVERY post along hundreds of feet of fence getting shocked EVERY TIME.
Your animals sound like they are incapable of learning even the simplest things. They must be democraps.
We used to have a bull many years ago. Close to 2,000 lbs. Neighbors bull would jump the boundry woven wire fence, down hill jump. We had an electric fence on our side of the property. Our bull always had the advantage, he would shove the neighbors bull in to the electric fence, talk about a fight stopper.
We had another neighbor that didn't have a bull, guess what he would do? He would take a pole and raise the fence just enough for our bull to sneak through a service the ladies.
You could have a solar panel slowly charge a capacitor, sure, but the size of the capacitor that would deliver a shock stern enough a cow would pay attention would weigh about 10 lbs. Not to mention the solar panel would need to be about 24 inches across and it would still take several hours to charge it every time it discharged. And the panel would need to be pointed toward the sun the entire time. And if the first shock was ineffective, oh well.
So, like I said so close to impossible as to be impractical.
