What on this God's green earth is a push notification on web sites? I always say no but it sure would be nice to know what I am saying no too....

As forge pointed you to the explanation all I can say is you are probably doing the correct thing by saying no, unless you want to get spammed even more...
Especially pushy ones!

There are two kinds of notifications push and pull. Most email systems are setup as pull (the dumber of the two systems for the case where you want no delays). And what that means is your program has to go out and ask the server "is there new mail?". Typically, you have to set the interval at which this happens. It leads to delays in communication. Push, on the other hand, works such that, when there is a new message, it is pushed out to your program. There isn't all this unnecessary traffic, checking and so forth. The downside of push notifications is you can get bombarded with constant messages if there are lots of updates in very little time.
FWIW, GB is set up as a pull system, you refresh your browser and if there is new content it is pulled from the server... which makes sense because there are likely to be a lot of frequent new posts that would constantly bombard you with updates.
