Does anyone know if you can ship scope rings to Canada? tried googling it and it seems a scope is a gun Accessory and prohibited! Are the rings?

Maybe try going to the ring manufacturer, select a set of rings and put them in your cart. When you go to check out, enter a Canadian address and see what it says.

The "who" are the fellas at the US Dept of State who write the US Munitions List. There are likely many countries not permitted to receive night vision scopes &/or computers. Problem is, the Munitions List is accessible only by paid subscription. But, you can download Federal Firearms Regulations Reference Guide (ATF P5300.4) for free, & read the appropriate sections for the Arms Export Control Act.
Some things are just not worth doing. Google does not determine what is or is not legal.

The only time I've had any issues with customs was a Swarovski scope that I sent to New Zeland. Customs on their end confiscated it because you cannot send "military" items to their country. It was a standard hunting scope....but they do not differentiate between "hunting" or military scopes. I think the customs guys just snag whatever they want knowing you cannot do much about it.
