Were they instituted for WW2 or was it earlier than that (WW1 maybe?)?

War bonds were first issued by Congress during the War of 1812, then again in the Civil War, WW1 and WW2.
Prior to 1913, they are understandable as the US did not have a Federal income tax. Apparently in WW1 and WW2, Congress did not recognize (as they do today) how easy it is to simply print money to buy armies and armaments.

Little known fact: Gas rationing in WW-II was to limit tire wear because rubber was in short supply. So gas was rationed to conserve tire wear. I have several of my fathers ration books.
