The victim -- identified as Steven Jackson, of Tucson -- was in the process of building a cabin in the area, authorities said. He was sitting in a chair outside of his campsite before 8 a.m. local time when a bear attacked him, according to Yavapai County Sheriff David Rhodes.
The bear dragged him about 75 yards and "was in the process of consuming him," Rhodes said during a press briefing Friday

strange deal for sure at least the neighbor killed the bear
IDK, but in any bear country I always carry just cause, course I carry in crime country also which is everywhere now. Bad deal for sounds like a decent fellow. Tragic.
Instead of yelling and honking they should have grabbed the rifle then, course I am arm chairing the scenario.
We mostly fear grizzlies, but those encounters are usually unintentional and caused by bear protecting cubs, though not always. Black bears have been repeatedly documented stalking humans. They see us a prey. I have found black bear tracks over my own tracks in snow. I was at least being followed. Never saw the bear any of those times.
My best friend lived in Alaska for eight years and he told me that the black bear was considered by Alaskans to be the most dangerous type. He used to send me articles about the attacks all the time. Just like He Dog said, brown bear attacks usually centered around cubs and carcasses where the black bears actually stalked humans as prey items.
When I was stationed up at Elmendorf AFB an airman was killed by one on the base!
“officials said the victim had a 1911 in a shoulder holster without one in the chamber”….
OK- I made that up!
Probably would have jammed anyway.
I have ran across about 50 black bears on my trips into the back countey of Idaho. All have ran at the sight of a person.
I never venture into the back country unarmed, Never.

If not, the bear would have taken it from him and shot him. A good reason not to go armed in bear country.
Well….. unless you carry a Glock. Bear probably would have just steered clear out of respect.
Respect was not the word that came to my mind, more like pity. Gotta keep the pressure on Ricci.
If he would have had a Glock he would be alive.
I just made that up.
Well…….as long as it didn’t do the catastrophic Glock KABOOM.
