Loose in case bullets-32 Short Colt

I received two boxes of Winchester 32 Short Colt. Ammo looks new. However bullets can be easily turned in their brass case ( not fall out though). Is this normal? Seems that it would allow moisture etc in. Thanks

    They are most likely a Heeled bullet design "LIKE A 22 RIMFIRE" many of the colt designed cartridges used this type of bullet.41 colt were all loaded this way. Cheers
