686. .357. After they cool, they are removable from the cylinder. .38 Spl. cases don't stick.

Fouling from previously fired .38s definitely may be a contributing factor, but 357s in particular are known for this issue, and it can happen even with perfectly clean cylinders.
In a pinch, a good solid "smack" on the ejector rod will usually knock them loose.
