Plus it needs to be a liquid. Propane will readily turn to gas the split second it comes out giving you limited range.
Edit: Kevin, this would be home-made since it's not exactly something you find on your local gun shop's shelves.

I think it would make a better flame if you can mix the propane with additional forced air at the gun. This means either compressed air (and a hose to the air compressor), or a battery operated fan/ blower to force air into the gun and mix with propane.
Perhaps a small two cycle motor with a squirrel cage fan could be mounted on top of the upside down propane tank.
In the past I've used a natural gas "lance" where gas comes from a 3/4 inch hose and it is mixed with a 90 pound 3/8inch air line. Just used a normal black pipe tee. The output is a 3/4 inch black pipe about 5-10 feet long. At the end if an elbow then anther 4 feet of pipe. Basically it is a large torch without any back flame preventers. It makes one hot flame when the compressed air is turned on.
We don't want to melt the brick, but it is hot enough to melt ceramic brick slowly. It is deffinately hot enough to melt your basic "Superduty" or "Fire Brick"

I don't see anything in the ATF regs that cover a flamethrower. It doesn't fit the definition of a Destructive Device, and a search only lists Maryland as specifically regulating it.

I wonder if you could fill one of those Round up pump sprayers with some kind of petroleum product and use the propane for the pilot light on that. You would have farther range.
...It works just fine for burning weeds on fence lines. I used plain gasoline. One caveat: I would NOT let the liquid level drop to the point where a flashback into the sprayer could occur. If you squirted often enough, no pilot was needed. There was usually a small flame from the drip at the nozzle. Hey, we were all younger and dumber at some point...
