Unidentifiable car with electronic eavesdropping

Watched an interesting vehicle come thru the parking lot of my office today. As always, I back into my parking spot, and I am sitting there speaking on my cellphone to a friend. A dark blue 4 door Hyundai Accent comes rolling into my office parking lot real slow. I'm watching him the whole time as it trolls thru the circular drive parking lot. Dude was "riding low" in his seat....mainly because he was watching the computer laptop mounted in his center console, just like most cop cars have. But, this car had no marking...just a plain Hyundai. As he passes by me, 10-15 feet from where I am sitting I notice cables running out of both rear windows, leading up to a bunch of black boxes (6" x 10" approximately) mounted on the roof. I counted 6 to 10 of the low profile boxes. They did NOT appear to be cameras; so, I do not believe it was a Google camera car. I know what license plate capture boxes look like, and, I don't think that was the case. All the cops in my city of Tulsa drive American cars; Ford, Chevy, Dodge. Never seen an LEO in a hyundai. So, I watched and followed him for a bit, and he drove thru all the office complex parking lots near me. At one point, I pulled up right behind him, and as I got close, my phone call got disconnected. Coincidence, or what??

Each box has specific targets; 400hz-1200ghz for radio/phone comms, demodulation for fax/modem, small GPS puck for location tags, etc.

You alluded to possible electronic eavesdropping; they're "monitoring" all the stuff you may think they're monitoring, and more.
If your 800-940mhz cellphone just happened to fail when you got within 25 yards or so; think about why that vehicle might have an RFI umbrella or phone shield.

Yeah just like The FBI doesn't work in Foreign assignments either. These government agencies have guy's that just switch their hats and gather information regardless of law.

The mid range SDR radios like I have operate from .5hz to 2.5GHz with no frequency gaps. The Highend can receive/transmit on selected bands (AM FM Shortwave Longwave MV SSB and Digital) Once you capture the signal source/type it depends on what that person does with that captured signal (and the level of encryption).
