My memory is generally pretty good, so I'm pretty sure it was Arthur C. Clark who wrote "Cities in flight". In that one, EVERYONE had to apply for citizenship when they reached the age of 18 or 21 or so... Citizenship didn't come automatically just because of the geography your mother happened to be occupying when she foaled. Have to say that concept really appeals to me, except for the fact that I have done my share of dumb things and have the scars to prove it.

I guess I have a slightly different view, because I think common sense and concentration go a long way to balance out lower native intelligence. I know people that I suspect don't have the highest IQ, but they are more capable than more intelligent people because they USE what they have. I get particularly frustrated with people that appear to have normal or above intelligence, but are so devoid of common sense and the discipline to concentrate that they might as well be lobotomized.For example, a whole lot of bad driving out there is not due to subnormal intelligence, but to never having given a thought to good driving techniques, and not appreciating the importance of concentrating while driving.Pet driving peeve: Folks who can forget their current place in the universe during the 30 seconds it takes for a stoplight to cycle. In the time it takes for the light to go from red to green, they can be whisked away from the planet into another dimension (the Twilight Zone?). Our "administrator" at work(she gave herself that title because she could not spell secretary) called me at home the other day on two-way radio. I told her I would call her right back on the telephone. I call...no answer. I try again a few minutes later...again no answer. Once more...still no answer. An hour later she calls me back and asks if I had been trying to call her. I told her yes and she apologized because "she didn't realize that she had stepped out of her office"!!! This is just one of many brain farts this woman has had.
I agree w/ red 210%. High IQ intelligence and 'stupid' a lower IQ. I worked in manufacturing mgmt for many years. Most of the truly dumba$$ BS came from highly educated ppl who could do the NY Times Sunday crossword in half an hour - in pen. And many of the best ideas came from the average person doing the real work. "Stupid" is a *state of mind* - not the mind itself.
