I believe that the big officer's problem was that the perp was wearing a shirt with long sleeves. You don't want to put the cuff on top of a sleeve (the perp can later pull up his sleeve & slip his hand out of the cuff). While the officer was trying to pull the sleeve up & simultaneously apply the cuff, he accidentally released his twist hold on the perp's right hand. The perp was then able to wriggle away & into the drivers seat.
It was a rookie mistake, but then, he was a rookie.

Yes he was, and once again, had he simply complied with the officers none of this would be an issue. He is the one responsible for this entire scenario. Did the cop screw up? Yes, bigly. We all do. What would be the outcome if the same officer had accidentally hit a pedestrian in a crosswalk and the pedestrian died? Dead's dead, right? Would you have the same level of outrage, would cities be on fire?
