Executive orders, can Congress over ride them ?

Biden shut down Keystone pipeline and turned off / revoked federal drilling permits by executive orders. My question is simple , can Congress thru a vote / resolution overturn such orders and reinstate the pipeline etc ? I am not versed enough to know .

Yes, but it is difficult to the point that it seldom occurs.
The Legislature (House and Senate) would need create a bill which would specifically allow what ever it was that the President's EO has prevented. The bill would then have to pass both houses of the congress before being presented to the President for his signature.
Obviously the President would veto the bill.
In order to overturn a presidential veto, both houses in Congress must vote to approve the bill by a two-thirds majority, which isn't easy.
Because a veto is difficult to override, it is the President's most powerful tool.
Yes, law trumps XO's, but it might have to be passed over a veto. XO's apply only to federal agencies or some situation where there's a federal hook (like the drilling permits). That's why Biden tried to use OSHA, Federal contractors, and health facilities that depend on Medicare for the mask mandate.
Among all of the foot dragging don't forget a Supreme Courts ruling, they will have to get involved too. They don't just enforce the law they also make the law too. 😠

I figured it would have to be billed out by both house and senate and then signed. Almost a guaranteed veto when it hits the desk . Wonder how far in the hole we as a country have to get for congress to grow a set. I guess I should have posted this in the politics section . Moderators ,if necessary please move this discussion .

Yep, EOs need to be done away with. Every president abuses them more and more. Done, gone they need to be. No single mortal should have that kind of power.
The founding fathers were very clear. It is the job of the congress to write, pass, or reject legislation. It is the job of the president to implement and enforce the laws congress passes. It is the job of the court system to determine if a law is constitutional or not. Unfortunately, the entire system has become so muddled up by politicians that all three branches now pass "laws."
They can also do away with Riders. One bill no extra garbage attached.

I will agree with you though select, each bill should be no more than a few pages with no pork attachments, then either a straight up or down vote, but that would eliminate all the pork and kickbacks in DC............

Another big problem that stands in the way of our republic performing as it was designed to do are all the lobbyists working for special interests.
They are a leading source for extra income in our politicians' pockets and should be banished with great hostility IMO.
US Gov 101. An Executve Order is not US law. It cannot CHANGE a US law. It is an order to staff of the Executive Branch of the government.
A President does NOT have "Stroke of the pen, law of the land", no matter what Bill Clinton may have thought.
They could issue an order to the ATF to prosecute persons that were found to be in violation of existing Federal law. They cannot MAKE law. They could direct OSHA to give priority of enforcement to a given industry.
